Kenya has a history of strong economic growth supported by a dynamic services-led private sector and an expanding middle class. Monetary easing has bolstered domestic financing conditions. In February 2025, the government completed its first domestic bond buyback worth KES50.1 billion on three issues maturing in April and May 2025. The government’s crowding-out effect will likely moderate as private sector credit growth starts recovering after a slowdown in 2024. Kenya’s recent Eurobond issuance partially mitigates external refinancing risks. In February 2025, the Kenyan government raised $1.5 billion through an 11-year dollar-denominated bond.  A new funded IMF program could be finalized ahead of the next fiscal year, contingent upon the nature of reforms passed under the 2025 Finance Bill. In the meantime, the government has built up sufficient foreign exchange reserves of about $10 billion and could plug immediate concessional financing shortfalls with domestic funding.
