We assess Kommunalbanken's Green Bond Framework as Medium green. Kommunalbanken (KBN) is the Norwegian state agency for local government funding. KBN is 100% owned by the Kingdom of Norway and managed in accordance with the Central Government Maintenance Statement. KBN’s sole purpose is to grant loans to local and regional governments or inter-municipal companies in line with its explicit public policy mandate to provide low-cost funding to the Norwegian local government sector.
