He specialized in trading derivatives and managing capital market activities, spanning across commodity, currency, fixed income and electronic markets. More recently, he led BNP Paribas’ efforts to close its first Social Impact Bond for the benefit of the State of Connecticut, followed by a second one with the Department of Veterans Affairs to provide quality employment to veterans suffering from service-related Post-Traumatic Stress Disorder in the states of New York and Massachusetts.
Hervé holds a Master in Business Administration with distinction from the Harvard Business School, a Master of Science from the University of Cambridge, and a Bachelor of Science in Mathematics & Physics from the University of Paris. Also a professional concert musician, he received various certificates from the Juilliard School of Music in New York. He is a member of the Yale Initiative on Sustainable Finance Advisory Board and of the Canada Standards Association (CSA) Taxonomy Technical Committee for the Development of a National Standard for “Green and Transition Finance”. Prior to his current role, Michael was a Professional Accounting Fellow at the Federal Reserve Board of Governors (August 2015- June 2017), splitting his time between Washington, DC and New York. In that role, he provided technical accounting and risk expertise to inform and shape the Board’s policy making, stress testing and supervision efforts. Michael’s responsibilities also included direct experience working on international bank standard-setting under the Basel Committee on Banking Supervision.
Michael also served as the banking industry resident in EY’s Professional Practice group (July 2011-August 2015) and as an Associate Fellow at the Financial Accounting Standards Board (August 2009-June 2011). At the FASB, he worked on the Board’s lease accounting joint project, its troubled debt restructuring project and various Emerging Issues Task Force matters.
Michael began his career in EY’s Los Angeles assurance practice in 2002, where he served clients in the financial services industry, with a particular focus on mortgage banks, specialty finance and asset servicers.

During 2007 and 2008, he was Director of Domestic and Economic Policy for the John McCain presidential campaign. After that, he was a Commissioner on the congressionally chartered Financial Crisis Inquiry Commission.
Dr. Holtz-Eakin built an international reputation as a scholar doing research in areas of applied economic policy, econometric methods, and entrepreneurship. He began his career at Columbia University in 1985 and moved to Syracuse University from 1990 to 2001. At Syracuse, he became Trustee Professor of Economics at the Maxwell School, Chairman of the Department of Economics and Associate Director of the Center for Policy Research.

From 2015 to 2016, Dr. Stegman served as senior policy advisor for housing on the staff at the National Economic Council, following three and a half years as the counselor to the secretary of the Treasury for housing finance policy. As a senior policy advisor during the Obama administration, Dr. Stegman’s policy responsibilities ranged from housing finance reform to access to credit to other housing-related issues.
Previously, Dr. Stegman served as a fellow at the Bipartisan Policy Center, and as director of policy and housing for the program on human and community development at the John D. and Catherine T. MacArthur Foundation for six years. Dr. Stegman is also a distinguished professor emeritus at the University of North Carolina at Chapel Hill, where he taught and conducted research on affordable housing policy as chair of the Department of City and Regional Planning and was founding chair of the Department of Public Policy. From 1993 to 1997, Dr. Stegman served as assistant secretary for policy development and research at the U.S. Department of Housing and Urban Development. During this time, Dr. Stegman was named by the National Journal as one of Washington’s 100 most influential decision makers.
Dr. Stegman holds a bachelor’s degree from Brooklyn College, City University of New York, and a master’s degree and Ph.D. in city planning from the University of Pennsylvania. Minimize
Devi began her career as an international macroeconomist and country risk expert at DRI/Global Insight. She subsequently moved on to specialize in fixed income research and corporate credit trends analysis for S&P Global, specializing in default research and leveraged finance.
She has 20+ years of experience with credit analysis, fixed-income analytics, economic modeling and forecasting. From 2008-2010, Devi was based in our Singapore office. Devi holds a M.A. degree in international economics from Yale University and a B.A. degree in Economics and French from Vassar College, where she graduated Phi Beta Kappa. Minimize
Mr. Clark joined S&P Global in July of 2019. Before joining the company, he was the Senior Economic Policy Advisor to Senator Jon Tester (D-MT). In this role, Mr. Clark handled a wide range of issues for Senator Tester, including his banking, housing, finance, labor, and appropriations portfolios. During his time in the Senate, Mr. Clark played a key role in authoring the “Economic Growth, Regulatory Relief, and Consumer Protection Act” (S.2155), the largest modification to Dodd-Frank signed into law in the last decade. Mr. Clark also worked on multiple pieces of legislation related to insurance issues during his time in the Senate, as well as on efforts to reform the housing finance system.
